Advocacy and Public Policy
At Centro Mujeres, we recognize the various contextual factors, local, regional and global, delimiting local women’s and adolescents’ health and their ability to exercise their full rights. We are fortunate to be working directly with these individuals in our community, while at the same time contributing to the broader discourse on domestic and global structural inequality. In addition to its direct-service programs, Centro Mujeres is committed to efforts of local, regional and international solidarity and coalition-building that seek to undermine the systemic, and oftentimes gendered, abrogation of human rights worldwide.

Locally
As part of our sustainable public policy efforts, Centro Mujeres developed the “Leadership Training Institute on Gender, Reproductive Health and Population Issues” for men and women from governmental and non-governmental organizations, many of whom have since found their way into important local government positions.

Since 1999, Centro Mujeres has been a member of the Advisory Board of the South Californian Women’s Institute, which was created by the state of Baja California Sur, in response to a Centro Mujeres petition. During 2002, we convinced the Board to demand the Secretary of Health enforce the national norm against domestic violence, which requires health personnel to report cases of abuse to the legal authorities.

Nationally
We work within regional and national networks because we are convinced of the importance of sharing our experiences and philosophy with our sister organizations, while learning from them through collaborative, synergetic action. We are currently representatives for the Democracia y Sexualidad, Foro Nacional de Mujeres y Politicas de Población and the Milenio Feminista advocacy networks.

Regionally
Centro Mujeres is part of the regional Baja California Penninsula Women’s Network, for which we provide technical support for specific projects, in addition to strategic and operation planning support. We also stage region-wide campaigns promoting sexual, reproductive and human rights throughout the penninsula.

Internationally
On an international level, we are working as part of the Latin American and Caribbean Women’s Health Network, monitoring the status of women’s rights throughout the region and helping to organize the Latin American PrepCom for Cairo +10 and Beijing +10.

On behalf of Centro Mujeres, Dr. Mónica Jasis recently served for a number of years as a technical advisor on a seven-country ARROW (Asia-Pacific Resource Centre) project in southeast Asia. At the end of this comprehensive investigation, the important publication, Access to quality gender-sensitive health services: Women-centered action research, was produced. Dr. Jasis contributed two chapters.

In 2002, Centro Mujeres was invited to serve on the World Health Organization’s Strategic Committee on Sexually Transmitted Infections, which was responsible for setting priorities for WHO STI programs over the next five years. We were the only NGO invited from Mexico.

In the past, Centro Mujeres has participated in the Global Forum for Health Research, in international working groups for informed consent and in preparatory forums for Cairo +5.
